Who needs Section 608 certification
Under Section 608 of the Clean Air Act, any technician who maintains, services, repairs, or disposes of equipment that could release refrigerant into the atmosphere must be EPA-certified. That covers HVAC techs, refrigeration techs, and appliance repair work on sealed systems. The certification does not expire — you take the exam once.
The four credentials
- Core — required for everyone: ozone depletion, the Clean Air Act, refrigerant safety, recovery basics
- Type I — small appliances (window units, domestic refrigerators, vending machines) holding 5 lbs or less
- Type II — high-pressure systems: residential and commercial split systems, heat pumps, supermarket refrigeration
- Type III — low-pressure systems, chiefly centrifugal chillers
- Universal — pass Core plus all three types and you're certified for everything
Exam format and passing score
Each section is 25 multiple-choice questions, and you need 18 of 25 (72%) to pass a section. Core plus Type I can be taken open-book online through some providers, but Type II, Type III, and Universal certification require a proctored exam. Most people who fail do so on the pressure charts and recovery-requirement numbers — which is exactly what repeated drilling fixes.
